Service Contract Act Compliance is complicated and filled with pitfalls that even trap sophisticated contractors.  This session will give an overview of SCA contract requirements with a focus on the methods by which contractors must supply benefits to their SCA-covered workers and address common pitfalls.  We will also review the executive orders and newer regulations impacting workers working on or supporting federal contracts including sick leave and the new minimum wage Executive Order.

Davis-Bacon Act Compliance Refresher
Wednesday August 25, 12 - 1 pm EST
The Davis-Bacon Act will play an outsized role over the next few years as the Biden administration rolls out infrastructure proposals.  Even absent that, the Davis-Bacon Act provides heartache for contractors because of the complicated compliance requirements and constant need to provide certified payrolls.

The DOL has the power to investigate contractors for, among other things, violations of labor laws including the Service Contract Act, the Davis-Bacon Act as well as ERISA violations.  This session will cover the ins and outs of both these kinds of investigations and provide best practices through war stories.

Marine Corps to where he is today is closely related to that of his firm.
In 2011, Jim created Axim Fringe Solutions Group, LLC to partner with government contractors as an SDVOSB (Service Disabled Veteran Owned Small Business) providing consulting, benefits administration, and DOL / ACA compliance services for wage determination contracts (Service Contract Act and Davis-Bacon Act). As CEO, Jim oversees all aspects of the business and assists clients and teams build best solutions for benefits and administration of Health and Welfare while understanding the impact of the various requirements and nuances therein.

Pete Ragone
Audit Director, SC&H Group

Pete will be moderating our sessions.  Pete has over 30 years of experience serving publicly traded and privately held companies and serves as leader of SC&H’s Tysons Corner office audit practice and Government Contracting Industry team leader, meeting with clients throughout the year to provide meaningful recommendations and keep them apprised of accounting and industry developments.  He is experienced with FAR, DFARs, and CAS; DCAA audit compliance, complex revenue recognition issues; experience performing and supervising audits of incurred cost proposals.  

Pete is a Certified Public Accountant licensed in the Commonwealth of Virginia and Maryland and is a member of the AICPA, VSCPA, and GWSPCA. Pete earned a Bachelor of Business Administration degree from James Madison University (JMU) in Accounting and Finance, with a minor in Economics.
